What counts as an underseat bag

The whole point of an underseat bag is that it fits your airline's personal item allowance - the free space under the seat in front of you - so you never touch the overhead bin and can book the cheapest basic-economy fare. The trouble is that "personal item" is not one size. A roomy US carrier might allow something close to 18 × 14 × 8 inches, while a strict budget airline polices a much smaller box and will make you pay at the gate if your bag does not slide in.
